Budget Hearing
A budget hearing for the inhabitants of the Livingston Manor Central School District qualified to vote at School District meetings will be held at the Old Gymnasium/Auditorium of the Livingston Manor Central School District, 19 School Street, Livingston Manor, New York, commencing at 6:00 p.m. on Wednesday, May 8, 2024 where there shall be presented the proposed school district budget for the following school year, July 1, 2024 – June 30, 2025.
Date of Vote
The vote upon the appropriation of the necessary funds to meet the estimated expenditures or for any propositions involving the expenditure of money or the authorizing of levy of taxes, as well as the election of members of the Board of Education shall be held on Tuesday, May 21, 2024 at the New Gymnasium of the Livingston Manor Central School, 19 School Street, Livingston Manor, New York between the hours of 10:00 a.m. and 8:00 p.m.
Statement of Money Required for Next School Year
Proposition No. 1: Shall the following resolution be approved:
RESOLVED, that the Board of Education of the Livingston Manor Central School District, be authorized to expend the sum of $20,252,120 for the 2024-2025 school year and to levy the necessary tax therefore.
NOTICE IS HEREBY FURTHER GIVEN that at said Annual School District Meeting and Election to be held on May 21, 2024, the following propositions will be submitted:
Vote for Board Members
Petitions nominating candidates for the office of School Board Member must be filed with the Clerk of the District during prevailing hours, and no later than 5:00 pm on Monday, April 22, 2024. The following two (2) “at large” vacancies are to be filled for the Board of Education:
Two(2) three (3)-year terms commencing July 1, 2024 and ending June 30, 2027. These seats are presently held by Mr. Jason Gorr and Mr. Frank Adamse, whose term of office shall expire on June 30, 2024.
Each petition must be addressed to the Clerk of the District, be signed by at least 25 qualified voters of the District, shall state the residence of each signer, and the name and address of the candidate. Vacancies upon the Board shall not be considered separate specific offices. The individuals receiving the highest number of votes shall be elected to the vacancies.
Additional Propositions
Any proposition that is required to be included for vote shall be submitted in writing by means of a petition signed by at least 25 qualified voters, stating the residence of each signer, which proposition shall be filed with the Board of Education not later than 30 days before the date of the election as set forth in this notice unless a greater number of days is required by statute. Any proposition shall be rejected by the Board of Education if the purpose of the proposition is not within the powers of the voters or where the expenditure of monies is required for the proposition, and such proposition fails to include the necessary specific appropriation.
Absentee Ballots
Applications for early mail and absentee ballots will be obtainable from the District Clerk beginning April 22, 2024. Completed applications must be received by the District Clerk no later than Tuesday, May 14, 2024
if the ballot is to be mailed to the voter or May 20, 2024 if the ballot is to be personally delivered to the voter. Military voters who qualify to vote may apply for a military ballot until April 22, 2024. A military voter may designate a preference to receive a military voter registration, military ballot application or military ballot by mail, facsimile transmission or electronic mail in their request for such registration, ballot application, or ballot. If a military voter does not designate a preference the appropriate school board of education or school district public library trustees, as applicable, shall transmit the military voter registration, military ballot application, and/or military ballot by mail. All absentee ballots and military ballots must be received in the Clerk’s office by 5:00 p.m. on the day of the election.
A list of all persons to whom absentee voters’ ballots have been issued will be available for public inspection in the District Clerk’s Office during each of the five days prior to the date of the Annual Meeting and Election, weekdays between the hours of 8:30 a.m. and 3:30 p.m. Such list will also be posted at the polling place at the Annual Meeting and Election of Members of the Board of Education.
Registration of Voters
Personal registration of voters is required for the annual vote, and no person shall be entitled to vote thereat whose name does not appear in the register of the school district, except those persons who registered to vote pursuant to the provisions of Election Law § 5-612. Persons otherwise qualified to vote who voted in any annual vote conducted within four calendar years before the preparation of the register need not personally register for this vote. Personal Registration may be achieved on any day, Monday through Friday, from 8:30 am to 3:30 pm at the Main Office of the Livingston Manor Central School, 19 School Street, Livingston Manor NY up until Thursday, May 16, 2024. Members of the Board of Registration shall meet at the District Office, Livingston Manor Central School on May 16, 2024, between the hours of 9:00 a.m. and 12:00 p.m. to prepare the register of the school district. Any person shall be entitled to have his or her name placed upon such register in the district in which that person resides, provided that in such meeting of the Board of Registration that person is known or proven to the satisfaction of such members to be then and thereafter entitled to vote at the annual vote for which the registration is prepared. Any person 18 years of age or over, a citizen of the United States, and a resident of the school district for 30 days next preceding the date for voting is entitled to register and vote. The register of the school district so prepared shall be filed five days before the date of the vote in the office of the District Clerk, located in the District Office where it shall be open for inspection by any qualified voter of the District between the hours of 8:30 a.m. to 3:30 p.m. each day up to and including the day set for the vote, including Saturday by advance appointment, and excluding Sunday.
